Amid growing tensions in the Middle East, Russian President Vladimir Putin has reportedly urged Iran’s Supreme Leader Ayatollah Ali Khamenei to exercise restraint in retaliating against Israel following the alleged assassination of Hamas leader Ismail Haniyeh in Tehran. This message was delivered by Russian Security Council Secretary Sergei Shoigu during his meetings with top Iranian officials.

Key Developments

  • Putin’s Appeal: President Putin, through Sergei Shoigu, emphasized the importance of avoiding civilian casualties in any potential Iranian response. This intervention underscores Moscow’s concern over the risk of a broader conflict in the region.
  • Iran’s Pledge for Retaliation: Despite Putin’s plea, Iran has vowed severe retaliation for Haniyeh’s killing. A prominent Lebanese source close to Hezbollah stated that “a retaliatory strike is inevitable and diplomacy is no longer a viable option,” highlighting the serious nature of the situation.
  • Military Requests: During Shoigu’s visit, Tehran also pressed Moscow for the delivery of Russian-made Sukhoi Su-35 fighter jets, signaling Iran’s intent to strengthen its military capabilities amid escalating tensions.
  • Global Concerns: Russia has utilized various diplomatic channels to urge Iran for restraint, while condemning the assassination as “a very dangerous act” that could trigger a major war in the Middle East. The United States has similarly warned of the dangers of a regional conflict, with a senior official noting that Washington is doing all it can “to dissuade all parties from going to a place they can’t get back from.”
  • Israeli Preparedness: In response to the escalating situation, Israel has indicated that it must be ready for any scenario, including a swift transition to offensive measures. Iran, in turn, has reportedly informed foreign officials that it plans to respond “severely” to Haniyeh’s killing.

Historical Context: Iran-Israel Relations

Iran and Israel have had a complex and often hostile relationship since the 1979 Iranian Revolution.

  • Pre-1979 Alliance: Before the revolution, Iran under the Pahlavi dynasty maintained secret but substantive diplomatic, economic, and military ties with Israel. Iran supplied Israel with oil, while Israel assisted Iran in areas such as agriculture, military hardware, and intelligence.
  • Post-1979 Hostility: The establishment of the Islamic Republic under Ayatollah Khomeini marked a dramatic shift. Iran severed all diplomatic ties with Israel and became a staunch supporter of Palestinian militant groups like Hamas and Hezbollah.
  • Ideological Opposition and Proxy Wars: Iran’s government views Israel as an illegitimate state, often predicting its demise. The two nations engage in proxy wars, including cyberattacks, assassinations, and military strikes, particularly in Syria, where Iranian forces are stationed.
  • Recent Tensions: In April 2024, Iran launched missile attacks on Israel in retaliation for a suspected Israeli strike on its consulate in Damascus. This event was widely condemned by the U.S., Canada, and the U.N., with the U.S. reaffirming its commitment to Israel.

Current Outlook

As tensions continue to rise, the international community is closely watching Iran’s next move. Both Russia and the U.S. are advocating for restraint to prevent a wider conflict in the volatile Middle East. Given the historical context and the deep-seated hostility between Iran and Israel, the potential for escalation remains a serious concern.
