At least 116 people were killed and over 150 injured in a deadly stampede at a Hindu religious gathering in Hathras district, Uttar Pradesh, India, on July 2, 2024. The tragedy unfolded as thousands of devotees had gathered for a sermon by a preacher known as Bhole Baba. Panic ensued when a fierce dust storm hit as people were leaving, causing a devastating crush. The chaos led to many being trampled or crushed, with some collapsing into a roadside drain.

Most of the deceased were women. The event, permitted for 80,000 people, saw an overwhelming turnout of approximately 250,000, resulting in severe overcrowding in the makeshift tent venue. Poor planning, insufficient exits, and slippery mud from the weather contributed to the high death toll. In response to the tragedy, Prime Minister Narendra Modi announced compensation for the victims’ families and the injured.

He expressed deep sorrow over the incident, calling for immediate improvements in crowd control measures and safety protocols at mass religious events. Deadly accidents at religious gatherings are common in India due to inadequate planning and lack of safety measures. The Hathras stampede stands as one of the deadliest incidents in recent years, underscoring the urgent need for better management and safety regulations at such large-scale events.

Preventing Deadly Stampedes at Religious Gatherings in India: Key Measures

To mitigate the risk of deadly stampedes at future religious gatherings in India, thorough planning and risk assessment are crucial. Organizers should conduct comprehensive risk assessments to determine the venue’s appropriate capacity, considering factors like the number of exits, crowd flow, and emergency procedures. Ensuring that venues have sufficient and well-marked emergency exits leading to open areas is essential.

Additionally, developing detailed crowd management plans with clearly defined roles and responsibilities for organizers and security personnel is imperative. Effective crowd control measures must be implemented to manage entry and exit points. This includes the use of barricades, signage, and a visible presence of security personnel. Conducting crowd flow simulations can help identify potential bottlenecks and choke points, allowing for proactive adjustments.

Providing clear instructions and announcements to the crowd about emergency procedures is also vital for maintaining order and safety. Constructing permanent venues with adequate infrastructure and safety features, rather than relying on makeshift tents, can significantly enhance safety. These venues should have sufficient lighting, ventilation, and accessibility for emergency vehicles. Improving road connectivity and parking facilities can help reduce congestion and ensure smoother crowd movement.

Organizers, volunteers, and security personnel should receive training in crowd management techniques and emergency response. Coordination with local authorities such as the police, fire department, and medical services is essential for emergency preparedness. Conducting mock drills to test emergency plans and improve coordination can further enhance readiness. Strict enforcement of safety guidelines and obtaining necessary permits before organizing events are critical steps.

Monitoring crowd size and density in real-time allows for proactive measures to avoid overcrowding.  Organizers should also maintain proper records of attendees for accountability and post-event analysis. Educating devotees on safety protocols and their role in preventing stampedes is fundamental. Organizers should encourage staggered entry and exit timings to avoid sudden surges.

Promoting safety awareness through media campaigns and community outreach can help cultivate a culture of safety amongst attendees. By implementing these comprehensive measures, India can significantly reduce the risk of deadly stampedes at future religious gatherings. However, sustained efforts from organizers, authorities, and the public are necessary to make such events safer.
