China calls for strengthened BRICS cooperation on counter-terrorism and cybersecurity, says Wang Yi

Wang Yi, director of the Office of the Central Commission for Foreign Affairs, emphasized the importance of collaboration between BRICS nations in strengthening counter-terrorism and cybersecurity efforts. Speaking at the 14th meeting of BRICS security officials and national security advisors, Wang highlighted the growing complexity of global security challenges and the shared interests of BRICS countries in addressing these issues.

Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, underscored the need for a unified approach, urging BRICS nations to build consensus and work together to ensure steady progress in these critical areas. He offered four key suggestions for enhancing cooperation.

First, Wang stressed the importance of adhering to the right principles. He called for a vision of security that is inclusive, cooperative, and sustainable. According to him, BRICS countries should advocate for a global security framework that moves beyond political manipulation and “double standards,” with the United Nations playing a central role in coordinating counter-terrorism efforts. He also emphasized the need for a more just and equitable system of Internet governance—one that reflects the interests of the majority of countries, promotes resource sharing, and ensures that the benefits of digital advancements are shared globally.

Second, Wang called for deeper practical cooperation. Acknowledging the success of existing BRICS working groups on counter-terrorism and cybersecurity, he urged continued efforts to implement the BRICS Counterterrorism Strategy and Strategic Action Plan. He invited counter-terrorism officials from BRICS nations to visit China’s Xinjiang region once again and expressed support for signing a memorandum of understanding on cybersecurity cooperation.

Third, Wang highlighted the importance of solidarity. He emphasized the need to expand the reach of the “BRICS+” model, which brings additional nations into the BRICS fold, fostering greater unity and collaboration across the Global South. He encouraged sharing best practices and experiences, providing support for capacity-building, and solidifying the shared positions of these countries on critical security issues.

Finally, Wang urged improvements in global governance. He advocated for the Global Security Initiative, which prioritizes building security frameworks through consultation and cooperation. Wang also stressed the importance of promoting the Global Initiative on Data Security and the Global AI Governance Initiative, both of which aim to ensure responsible and effective use of technology. By strengthening multilateral coordination, Wang believes BRICS can play a key role in shaping international security rules and increasing its influence in global security governance.

The meeting also reviewed the progress made by the BRICS Counter-Terrorism Working Group and the Cybersecurity Working Group, furthering efforts to enhance the collective security of BRICS nations.
